Indecisive Typing

So my legendary trio consist of two Pokemon that constantly chase/attack the third, the first two are and (they neutralize each other) but the third for the moment I have registered as but that makes its strong against one and weak to the other of the duo. So my thoughts were either make it a or a type for neutral coverage...
Zygarde gets busted by Xerneas so it would be okay for it to be but typically the third member isn't weak to the first two...However, being is a copy of Palkia...and being makes the idea of its water manipulation ability weird...
I would like thoughts on this because I can't decide what to do...
